With 587 votes in favour, nine against and 20 abstentions, MEPs endorsed a deal reached with the Council to overhaul EU rules on batteries and waste batteries. The new law takes into account technological developments and future challenges in the sector and will cover the entire battery life cycle, from design to end-of-life.
The new rules aim to promote a circular economy by regulating batteries throughout their life cycle. The regulation therefore establishes end-of-life requirements, including collection targets and obligations, targets for the recovery of materials and extended producer responsibility.
Under the new rules, minimum levels of recovered cobalt (16%), lead (85%), lithium (6%) and nickel (6%) from manufacturing and consumer waste must be reused in new batteries. The new rules foresee that batteries will need to be easier to remove and replace, while consumers are better informed.
The regulation will now be signed by the Council and the European Parliament. It will then be published in the EU’s Official Journal and enter into force 20 days after. The regulation on batteries aims to create a circular economy for the batteries sector by targeting all stages of the life cycle of batteries, from design to waste treatment.
